If appointed to be the designated person ashore (DPA) as per the ISM Code to have direct access to the highest level of management for assigned vessels.As Department Manager, assume overall responsibility for compliance with DPA requirements for managed fleet.IMO require the DPA to monitor as a minimum the following for assigned vessels:
Communication and implementation of the safety and environmental protection policy;
Evaluation and review of the effectiveness of the safety management system;
Reporting and analysis of non-conformities, accidents and hazardous occurrences;
Maintain ISM certification and organising and monitoring of internal audits;
Appropriate revisions to the SMS; and
Ensuring that adequate resources and shore based support is provided
Be a focal point for MS&Q function internally and externally.
To be the Management Representative responsible for ensuring that the Offshore VMS is implemented and maintained in accordance with requirements.Provide reports of same to MOCD as per the laid down requirements.
To be the Management Representative responsible for ensuring that the Offshore ISO accreditation, is implemented and maintained in accordance with requirements.Provide reports of same to MOCD as per the laid down requirements.
Control and minimise risk within all operations and act as member of the risk assessment team when required.
Overview all Office/Fleet Cell and shipboard marine, safety, environmental & quality issues
Ensure that client relationships are pro-actively developed through open and transparent communications and by continually maintaining the highest level of service provided in accordance with the Management Agreement.
Overall management of the team regarding internal and external audits for the office to ensure required certification is maintained through compliance with the Offshore VMS.Verify that appropriate corrective action is agreed upon and implemented in a timely manner
Assess and summarise statistical data and prepare recommendations for improvement.All recommendations for improvement to be passed through the General Manager and to MOCD
Ensure that records of accidents, incidents, near misses and non-conformance reports areappropriatelymaintained, investigated and closed in line with OVMS process.
Contribute fully to the investigation of incidents and/or accidents and verify that investigations are carried out effectively and that appropriate corrective action is agreed upon and implemented in a timely manner.
Ensure reporting of MS&Q function KPI’s are completed as per Company requirements
Co-ordinate the provision of specialist advice on all marine and operational matters, actively promoting and supporting the development of effective professional working relationships between Senior officers onboard vessels and the Fleet Cell & Support teams ashore
Prepare for and participate in the annual VMS reviews
Act as a member of the Emergency Response Team during an emergency.
Interview and brief Senior Officers on MS&Q matters during their attendance in the office.
If required, with the Fleet Manager(s), ensure Performance Appraisals are conducted for Senior Officers onboard assigned vessels as per VMS procedures and contribute as appropriate to their career development.
Develop both professionally and personally direct reports by carrying out meaningful and timely Performance Appraisals and reviews.This includes the flagging of training & development requirements to the MD/GM for agreement and inclusion in the Office training plan.
Monitor Superintendents’ progress in completing and passing the online MS&Q Superintendent Training Program in a timely manner.
